Development and investment platforms
Special zones & economic cities
Duqm is Oman’s flagship special economic zone, while the wider network includes developing zones in Al Dhahirah and Al Rawdah, plus Khazaen Economic City.
The Special Economic Zone at Duqm is a long-term, multi-sector platform combining port, refinery, industry, fisheries, tourism, and logistics. Benefits involving foreign ownership, repatriation, long-term usufruct, and certain exemptions exist for qualifying investors, but exact conditions must be verified with the zone authority.
Khazaen Economic City is associated with a dry port, warehousing, food industries, and logistics. Al Dhahirah Economic Zone and Al Rawdah Special Economic Zone form part of the expanding network, with land and infrastructure readiness varying by phase. Madayn industrial cities are a separate structure from free zones.
